Cause: User tried to drop a change table but its underlying storage table (that contains the change data) has been dropped.
Action: Contact oracle Corporation
ORA-31464 表示变更表的目标表不再存在。
1.检查变更表A是否仍然有效。
2.如果变更表A仍然是可用的，则暂时将变更表A的目标表指向表C的目标表，以便继续操作。
3.更新变更表A的目标表，使其指向新建立的目标表D。
4.然后再次尝试操作变更表A，以确保它能够正常工作。
